Americans with Disabilities Act
The Americans with Disabilities Act (ADA) strives to ensure equal opportunity for persons with disabilities. As such, discrimination against persons with disabilities in employment, state and local government services, transportation, and other public or commercial accommodations are prohibited. By extension, this act includes the provision for captioning services to the deaf and hard of hearing.
Telecommunications Act of 1996
The Telecommunications Act of 1996 includes television captioning requirements for all video programming provided by a television broadcast station, regardless of distribution technology.
Section 508 requires that Federal agencies’ electronic and information technology is accessible to people with disabilities. Essentially, all training and informational video and multimedia productions that support the agency’s mission, regardless of format, must be open or closed captioned if they contain speech or other audio information necessary for the comprehension of the content.
